'Inkscape' is a piece of free software that will save in dxf formate and others.

If you want CAD based try Draftsite, also free and made by Dassault Systems the maker of Solidworks

I use the free DoubleCAD XT5 and export shapes to 2003 .dxf format, works perfectly with LaserCut 5.3
