If.selling on an HPC machine can the software and dongle just be passed or is the software single use and the new owner have to purchase a new licence? .

No the dongle is the licence - the owner holds it and it is not registered so can be transferred to a new owner :)

Is there such a thing as 'single use software'?
If I bought it then it's mine to sell and to hell with your convoluted terms and conditions.

Software licencing is a strange beast at the best of times.

This reminds me, when I sold my 3040 the guy said he didn't need the dongle/software but for some stupid reason I insisted he take it as it was in the listing, in retrospect I could probably have kept it as a back up since it's quite an expensive thing to replace. I have my dongle hidden away on a flexible USB cable in order to protect it from harm.
